Core rule
Stop at Gate 1 for plan approval and at Gate 2 before committing.
Execution Phases
Phase 01Classify size
Classify size first via the shared orch-pipeline engine; small features collapse to implement, review, commit.
Phase 02Research and plan
At standard size, research existing options and produce a task list, then wait for plan approval at Gate 1.
Phase 03TDD implementation
Write new failing tests for the new behavior, then implement to green.
Phase 04Review
Run code review, adding security-reviewer when the feature touches a security trigger.
Phase 05Gated commit
Commit only after the user confirms at Gate 2.
