## 核心规则

只读取和报告，不做任何修改；只有被要求时才把清单写入文件。

## 执行阶段

1. **扫描注释** — 用 git grep 搜索 shortcut:、ponytail: 或用户指定的标记词，跳过 .git 和 .gitignore 忽略的路径。
2. **整理成清单** — 每个标记一行，按文件分组，写明简化了什么、上限和升级触发条件；跳过非推迟类的命中，可选用 git blame 标注负责人。
3. **标记腐化风险** — 未写明升级路径或触发条件的标记打上 no-trigger 标签。
4. **汇总** — 最后给出标记总数和无触发条件的数量，没有发现则报告清单为空；只有被要求时才写入 PONYTAIL-DEBT.md。
