## Core rule

Recommend an extraction only with at least two verified callers; zero findings is valid, and callers are never invented.

## Execution Phases

1. **Establish the source** — Default to the last 14 UTC days and record the default-branch tip and current-branch state.
2. **Start with recent work** — Focus on actively changing areas and check for work already underway.
3. **Evaluate candidates** — Reuse existing libraries and helpers first, keep any new helper small, and account for the whole net change.
4. **Recommend** — List up to five new ideas and up to three ranked recommendations linking both verified callers.
